An importing country sometimes might not interpret ISPM 15 correctly

Perhaps the most notable part of the beginning of the NFL 2012 season was that   replacement referees were used for the first 3 regular season games.  Perhaps the game that highlighted and epitomized the frustration with the refs was the Seattlevs.Green Bay game where (as most people believe)Green Bay was robbed of a victory by an incorrect call by the official.  After that game, everyone appreciated the regular officials more consistent and fairer interpretation of the rules.

Inconsistent interpretation of the rules is not unique to football.   Exporting has its own version of “unfair” interpretations.   Specifically we are referring to ISPM 15.  Packnet understands the regulations and applies them precisely.    We consult the governing agencies associated with this regulation to ensure that we are in exact compliance in every situation.  We are audited monthly and are in complete compliance and enforcement with the ISPM15 standards.

Unfortunately not every country that imports products with solid wood packaging interprets this regulation correctly.  Most notably China has adapted a much more stringent interpretation of ISPM 15. China customs occasionally is requesting any internal solid wood bracing inside of a compliant container to be stamped as well per ISPM15. This interpretation has resulted in many legitimately marked crates being subjected to fines and delays.   In this case being correct does not help as it is the destination country’s interpretation that ultimately matters. 

While Packnet cannot change the behaviors of any importing country, we can make sure that we understand where the rules are interpreted differently and package the product accordingly.   This ultimately saves our clients hundreds of dollars in fines and many days delay in shipping.   This is another reason that every company that exports should use an experienced export packager to minimize disruptions.
